SUMMARY:Workshop: Introduction to the ACT Budget\, how to 
 read it and some advice for writing submissions

 rkshop provides an overview of the ACT budget proc
 esses and supports our members to be able to navig
 ate key documents and write budget submissions.</p
 >\n \n <p><br />\n We will first cover a broad ove
 rview of how public sector budgets work by steppin
 g through the politics of budget-making and the ro
 le of key actors in creating it. This includes the
  different roles and priorities of politicians and
  public servants in crafting a budget. We will the
 n work through how the budget is structured\, with
  some practical advice for reading and understandi
 ng the different documents that end up in the budg
 et.</p>\n \n <p><br />\n The second half of the wo
 rkshop works through the practical elements of dev
 eloping a budget submission by breaking down how p
 olicies make it into a budget. This includes looki
 ng at the timeline for the development of budget p
 roposals\, what the public sector and government c
 over in their internal submissions and some practi
 cal notes on writing budget submissions.<br />\n  
 <br />\n <strong>About the facilitator: </strong><
 br />\n Jacob Priergaard a social policy researche
 r who joined ACTCOSS in June 2025. Jacob began his
  career in the Australian Public Service\, working
  on social security and then health policy. While 
 in the public service\, he worked on a variety of 
 social policies and programs including the impleme
 ntation of the Child Care Subsidy\, developing mor
 e humane compliance policies in the aftermath of R
 obodebt\, and supporting international engagement 
 on climate change and health. Jacob was the Direct
 or of safety and quality in healthcare during the 
 early stages of the Covid-19 pandemic before movin
 g to the Crawford School of Public Policy at ANU t
 o undertake a PhD. His research looks at how publi
 c institutions shape policies that impact disadvan
 taged people. Jacob is an expert in public policy 
 and Australia’s welfare state and has delivered re
 search and executive education for multiple govern
 ment agencies on these topics. He maintains an ass
 ociation with the Crawford School of Public Policy
 .</p>\n \n <p><br />\n Jacob joins ACTCOSS as a ge
 neralist Senior Policy Advisor and is leading ACTC
 OSS’ work on the 2025-26 ACT Budget. </p>\n \n <p>
