Submission: Inquiry into DPA-04 – Missing Middle Housing Reform

ACTCOSS supports the intent of the Draft Major Plan Amendment (DPA-04) to increase housing supply and diversity. ACTCOSS emphasises that the reforms must contribute to a meaningful increase in social housing in the ACT.
Key recommendations:
- Clarify how DPA‑04 will support public housing targets and implementation of the ACT Housing Strategy.
- Ensure any review of the Lease Variation Charge is transparent, evidence‑based and equity‑focused.
- Accompany the reforms with measures such as incentives for accessible and single‑level housing, strengthened strata governance and robust data collection to monitor outcomes of reform over time.
