Our submission to the Standing Committee on Justice and Community Safety on the Human Rights (Workers’ Rights) Amendment Bill 2019 ACTCOSS argued that all Economic, Social and Cultural (ESC) Rights should be included in the ACT Human Rights Act. This would establish a positive obligation on any ACT Government to guarantee ESC rights in policy making and implementation. In other jurisdictions, ESC rights have been used to hold Governments to account for failures to provide adequate healthcare, appropriate housing and decent education facilities.
